I have two questions regarding ECL and Faerie Races:

1) When a race is given the property, "At third level, a "faerie" may pick one ECL point value of Faerie Racial Traits (including spell-like abilities). Every four levels thereafter, a "faerie" can select an additional half ECL point value of traits or save them to purchase more expensive abilities later." Does this effect the overall ECL of the race or is this factored into the races initial ECL.  For instance a Feeorin has an initial ECL of +2 at third level when he gains the poperty above does he now have an ECL of 6 (+2 for being a Feeorin, +3 for his character level, and +1 for his Faerie Racial Traits).

2) What is the initial ECL of the Faerie race? On page 8 it is listed a "+X" with the description, "Faeries can be more powerful and gain levels more slowly than most mortal races, depending upon their actual forms (see Table 1: Faerie Physical Characteristics for more information). When determining the level adjustment, add up the ECL modifiers and round up to the nearest whole number." Does that mean if a person opts not to take any of the abilities on the table when he first creates his character he would have an ECL of +0? 

Any help to clarify these questions would be greatly appreciated!
